CVSA’s International Roadcheck Is Scheduled for May 14-16

The Commercial Vehicle Safety Alliance’s (CVSA) International Roadcheck is scheduled for May 14-16. International Roadcheck is a high-visibility, high-volume commercial motor vehicle inspection and regulatory compliance enforcement initiative that takes place over three days in Canada, Mexico and the United States.

CVSA-certified law enforcement personnel will inspect commercial motor vehicles and drivers at weigh/inspection stations, temporary sites and mobile patrols to verify compliance with federal, state, provincial or territorial regulations. Data from the 72 hours of International Roadcheck will be collected and the results will be released this summer.

Each year, International Roadcheck places special emphasis on a category of violations. This year, International Roadcheck will have two  – tractor protection systems and alcohol and controlled substance possession.

Controlled substance and alcohol possession/use remains a significant concern for motor carriers, drivers and the general public. The number of prohibited drivers listed in the  has been increasing. This alarming trend poses a threat to all motorists who travel on roadways throughout North America.

This year’s International Roadcheck will serve as a reminder to motor carriers to establish and strictly enforce clear policies to prevent controlled substance and alcohol possession or use in the workplace. In addition, U.S. motor carriers should regularly query the DACH to ensure their drivers are not in prohibited status. Commercial motor vehicle drivers are reminded to adhere to their company’s policies and to not possess, use or be under the influence of alcohol or controlled substances while on duty. Inspectors are reminded to be vigilant in the detection and interdiction of such driver violations during every inspection.

CVSA Releases 2023 International Roadcheck Results

On May 16-18, 59,429 commercial motor vehicles were inspected in Canada, Mexico and the U.S. as part of the Commercial Vehicle Safety Alliance’s (CVSA) 72-hour International Roadcheck inspection and enforcement initiative. Eighty-one percent of the commercial motor vehicles and 94.5% of the commercial motor vehicle drivers inspected did not have any out-of-service violations and continued en route to safely complete their runs.

Commercial motor vehicles without any critical vehicle inspection violations are eligible to receive a CVSA decal. During this year’s International Roadcheck, decals were applied to 14,032 power units, 5,814 trailers and 305 motorcoaches/buses, for a total of 20,151 decals throughout North America.

Conversely, CVSA-certified inspectors discovered at least one out-of-service violation on 19% of the vehicles inspected and, in turn, removed those 11,270 commercial motor vehicles from roadways until the out-of-service (OOS) violations were corrected. There were 17,479 vehicle out-of-service violations in total.

Inspectors also restricted 5.5% (3,256) of the commercial motor vehicle drivers inspected who were found to have at least one out-of-service driver violation, as identified in the CVSA North American Standard Out-of-Service Criteria, from operating their vehicle. Those drivers were restricted from commercial travel until their out-of-service violations were addressed. There were 5,280 driver out-of-service violations in total.

A total of 116,669 violations were identified throughout the effort, which included all driver and vehicle out-of-service violations and violations that were not out of service, combined.

Each year, CVSA highlights certain aspects of the roadside inspection. This year, inspectors focused on anti-lock braking systems (ABS) and cargo securement. There were 2,975 cargo securement violations and 4,127 ABS violations – four were discovered on motorcoaches, 1,426 on power units and 2,697 on trailers.

Note: Not all cargo securement violations are out-of-service violations. The cargo securement total noted above is for all cargo securement violations – out-of-service and non-out-of-service violations combined. The cargo securement violations in table 1 are out-of-service cargo securement violations only. In addition, ABS violations are not out-of-service violations, which is why those violations are not included in table 1.  

A total of 949 safety belt violations were issued during this year’s International Roadcheck. Meaning, 1.6% of commercial motor vehicle drivers inspected were not wearing their safety belt.

Inspectors also checked commercial motor vehicles carrying hazardous materials/dangerous goods (HM/DG) to ensure they were being transported safely and compliant with federal regulations. During International Roadcheck, 2,853 HM/DG inspections were performed, and inspectors discovered 236 HM/DG-related out-of-service violations.

Today is the first day of International Roadcheck, the Commercial Vehicle Safety Alliance’s (CVSA) 72-hour commercial motor vehicle and driver inspection and enforcement initiative. International Roadcheck is an annual high-volume, high-visibility vehicle and driver safety compliance campaign that aims to:

  • Highlight the importance of driver pre- and post-trip inspections.
  • Remind motor carriers of the importance of proactive vehicle maintenance.
  • Affix the CVSA decal to commercial motor vehicles that successfully pass a Level I or Level V Inspection.
  • Remove commercial motor vehicles and drivers with out-of-service conditions from our roadways until the out-of-service condition is resolved.
  • Advance CVSA’s efforts to ensure uniformity, consistency and reciprocity of commercial motor vehicle inspections.
  • Educate industry and the general public about the importance of safe commercial motor vehicle operations and the roadside inspection program.
  • Gather data to be reported publicly later this year.
  • Provide a snapshot of the out-of-service rate during a fixed period of time.
  • Work toward our goal of preventing commercial motor vehicle crashes, injuries and fatalities.

Each year, CVSA highlights certain aspects of the roadside inspection. This year, inspectors will focus on  to emphasize the importance of those aspects of vehicle safety.

Over the three days of International Roadcheck, inspectors primarily conduct the North American Standard Level I Inspection, which is a thorough 37-step procedure to check the driver’s operating credentials/requirements and the vehicle’s regulatory compliance.

Inspectors may instead opt to conduct an alternative inspection-procedure level, such as a Level II Walk-Around Driver/Vehicle Inspection, Level III Driver/Credential/Administrative Inspection or Level V Vehicle-Only Inspection. Read about the  and .

According to the Federal Motor Carrier Safety Administration’s (FMCSA) latest , from 2019 to 2020, which are the most recent years recorded:

  • The number of large trucks involved in fatal crashes decreased 4%.
  • The number of large trucks involved in injury crashes decreased by 10%.
  • The number of large trucks involved in property-damage only crashes decreased 21%.
  • The number of buses involved in fatal crashes declined from 235 to 156.

“Although it’s good to see those numbers tracking down, we are still not satisfied, because lives are still being lost,” said CVSA President Maj. Chris Nordloh with the Texas Department of Public Safety. “Until the number of fatalities on our roadways is zero, we will not rest.”

Maj. Nordloh added, “International Roadcheck, along with routine everyday commercial motor vehicle inspections, is one of the ways CVSA members are doing their part to make our roadways safe for the traveling public.”

 is the largest targeted enforcement outreach program on commercial motor vehicles in the world, with nearly 15 trucks and motorcoaches inspected, on average, every minute across North America during a 72-hour period. Since its inception in 1988, nearly 2 million roadside inspections have been conducted during International Roadcheck.

Every year, CVSA’s member jurisdictions throughout North America voluntarily take part in International Roadcheck with participation from FMCSA, the Canadian Council of Motor Transport Administrators, Transport Canada, and Mexico’s Ministry of Infrastructure, Communications and Transportation.

International Roadcheck Is May 16-18 with Emphasis on ABS and Cargo Securement

The Commercial Vehicle Safety Alliance (CVSA) has announced May 16-18 as this year’s International Roadcheck. International Roadcheck is a high-visibility, high-volume 72-hour inspection and enforcement event where CVSA-certified inspectors in Canada, Mexico and the U.S. will conduct inspections of commercial motor vehicles and drivers at weigh/inspection stations, designated inspection areas and along roadways.

This year, inspectors will focus on  to highlight the importance of those aspects of vehicle safety. Although ABS violations are not out-of-service violations, ABS play a critical role in reducing the risk of collisions by preventing the wheels from locking up or skidding, allowing a driver to maintain control of the vehicle while braking. In addition, improper cargo securement poses a serious risk to drivers and other motorists by adversely affecting the vehicle’s maneuverability, or worse, causing unsecured loads to fall, resulting in traffic hazards and vehicle collisions.

During International Roadcheck, inspectors will conduct their usual roadside safety inspections of commercial motor vehicles and drivers. Data will be gathered from those three days and shared later this year, as a snapshot of the state of commercial motor vehicle and driver safety.

International Roadcheck also provides an opportunity to educate the motor carrier industry and general public about the importance of safe commercial motor vehicle operations and the North American Standard Inspection Program.

During a routine , inspectors focus on two areas – driver and vehicle safety compliance.

  •  – Inspectors will ensure the vehicle’s brake systems, cargo securement, coupling devices, driveline/driveshaft components, driver’s seat, fuel and exhaust systems, frames, lighting devices, steering mechanisms, suspensions, tires, wheels, rims, hubs and windshield wipers are compliant with regulations. Inspections of motorcoaches, passenger vans and other passenger-carrying vehicles also include emergency exits, seating, and electrical cables and systems in the engine and battery compartments.
  • Driver safety – Inspectors will check the driver’s operating credentials, hours-of-service documentation, status in the drug and alcohol clearinghouse, seat belt usage, and for alcohol and/or drug impairment.

Vehicles that successfully pass a Level I or Level V Inspection without any critical vehicle inspection item violations may receive a CVSA decal, which is valid for three months. If the inspector does identify critical vehicle inspection item violations, as outlined in the , the vehicle will be restricted from operating until the identified out-of-service conditions have been corrected. Inspectors may also restrict the driver from operating if the driver is found to have driver out-of-service violations, such as not possessing a valid or necessary operating license or exhibiting signs of impairment.

CVSA’s law enforcement member jurisdictions in cities, states, districts, provinces and territories in Canada, Mexico and the U.S. participate in International Roadcheck with support from trucking associations, transportation safety organizations and federal agencies, such as the Federal Motor Carrier Safety Administration, Transport Canada and Mexico’s Ministry of Infrastructure, Communications and Transportation.

Today is the first day of International Roadcheck, the Commercial Vehicle Safety Alliance’s (CVSA) three-day commercial motor vehicle and driver inspection and compliance enforcement initiative. Certified inspectors in Canada, Mexico and the U.S. will conduct inspections of commercial motor vehicles and drivers over a 72-hour period. Drivers or vehicles with out-of-service violations will be prohibited from continuing their trip until the violations are resolved.

International Roadcheck started in 1988 and is a high-volume, high-visibility commercial motor vehicle inspection and enforcement initiative spotlighting the hard work and commitment to safety of certified inspectors, commercial motor vehicle drivers and motor carriers. Since International Roadcheck’s start, more than 1.8 million commercial motor vehicles have been inspected.

Each year, CVSA highlights a certain aspect of the roadside inspection. This year, the  will be on wheel ends. Violations involving wheel end components historically account for about one quarter of the vehicle out-of-service violations discovered during International Roadcheck, and past International Roadcheck data routinely found wheel end components in the top 10 of vehicle violations.

“Inspectors throughout North America will be at inspection and weigh stations, at temporary pop-up inspection sites, and patrolling our roadways during the three days of International Roadcheck as well as every other day of the year,” said CVSA President Capt. John Broers with the South Dakota Highway Patrol. “CVSA-certified inspectors will inspect commercial motor vehicles and their drivers to ensure large trucks and motorcoaches and the trained professionals who drive them are operating safely and are in full compliance with federal regulations.”

During International Roadcheck, inspectors will primarily conduct a , which is a thorough 37-step procedure to check the driver’s operating credentials and requirements and the vehicle’s mechanical fitness and regulatory compliance.

For the driver portion of an inspection, inspectors check the driver’s operating credentials, hours-of-service recording device/documentation and seat belt usage. Inspectors will also be on the lookout for alcohol and/or drug impairment. A driver will be placed out of service if an inspector discovers driver-related out-of-service conditions.

For the  of a Level I Inspection, inspectors will check the vehicle’s brake systems, cargo securement, coupling devices, driveline/driveshaft components, driver’s seat, exhaust systems, frames, fuel systems, lighting devices, steering mechanisms, suspensions, tires, van and open-top trailer bodies, wheels, rims, hubs and windshield wipers. Inspections of motorcoaches, passenger vans and other passenger-carrying vehicles also include emergency exits, electrical cables and systems in the engine and battery compartments, and seating. Vehicles with violations that meet the out-of-service criteria will be placed out of service until the violations are corrected.

Vehicles that successfully pass a Level I or Level V Inspection without any critical vehicle inspection item violations may receive a . In general, vehicles with a CVSA decal are not  during the three-month period during which the decal is valid. Instead, inspectors will focus their efforts on vehicles without a valid CVSA decal.

Instead of a Level I Inspection, inspectors may conduct a Level II Walk-Around Driver/Vehicle Inspection, Level III Driver/Credential/Administrative Inspection or Level V Vehicle-Only Inspection. Level I and V Inspections are the only inspections that may result in a CVSA decal.

The Commercial Vehicle Safety Alliance (CVSA) has announced this year’s International Roadcheck dates as May 17-19 with a focus on wheel ends.

International Roadcheck is 72-hour high-visibility, high-volume commercial motor vehicle inspection and enforcement initiative. Commercial motor vehicle inspectors in Canada, Mexico and the U.S. will conduct North American Standard Inspections of commercial motor vehicles and drivers at weigh and inspection stations, on roving patrols, and at temporary inspection sites.

Each year, CVSA focuses on a specific aspect of a roadside inspection. This year, the focus will be on wheel ends. Wheel end components support the heavy loads carried by commercial motor vehicles, maintain stability and control, and are critical for braking. Violations involving wheel end components historically account for about one quarter of the vehicle out-of-service violations discovered during International Roadcheck, and past International Roadcheck data routinely identified wheel end components as a top 10 vehicle violation.

During International Roadcheck, commercial motor vehicle inspectors examine large trucks and motorcoaches and the driver’s documentation and credentials using CVSA’s North American Standard Inspection Program procedures which are the uniform inspection steps, processes and standards established to ensure consistency in compliance, inspections and enforcement. Using the North American Standard Out-of-Service Criteria, also established by CVSA, inspectors identify critical out-of-service violations that if found, require the inspector to restrict the driver or vehicle from travel until those violations or conditions are addressed.

Vehicles that successfully pass a North American Standard Level I or Level V Inspection without any critical vehicle inspection item violations may receive a CVSA decal. In general, a vehicle with a valid CVSA decal will not be re-inspected during the three months while the decal is valid. Instead, inspectors will focus their efforts on vehicles without a valid CVSA decal.

“We want every vehicle on our roadways to be in proper working order for the safety of the driver operating that vehicle and everyone traveling on our roadways,” said CVSA President Capt. John Broers with the South Dakota Highway Patrol.

In consideration of COVID-19 and the health and safety of commercial motor vehicle inspectors and drivers, law enforcement personnel will conduct inspections following their departments’ health and safety protocols during International Roadcheck.

Inspectors Remove More Than 1,200 Commercial Motor Vehicles With Critical Brake Violations From Roadways During CVSA’s Unannounced Brake Safety Day

Commercial motor vehicle inspectors in Canada, Mexico and the U.S. conducted 10,091 inspections and placed 1,273 vehicles out of service for brake-related critical vehicle inspection items on May 26. Inspectors tracked and reported this data to the Commercial Vehicle Safety Alliance (CVSA) for Brake Safety Day, the Alliance’s unannounced one-day inspection and enforcement initiative focused on brake systems.

“Inspectors conducted their usual inspections and reported brake-related data to CVSA for Brake Safety Day,” said CVSA President Sgt. John Samis with the Delaware State Police. “We are sharing the results to call attention to the importance of commercial motor vehicle brake safety.”

Why does CVSA devote an inspection day specifically to brakes? Brakes are one of the most important systems within a commercial motor vehicle; however, despite our knowledge of how crucial those systems are, brake-related violations continue to dominate vehicle out-of-service conditions. Brake system violations was the top vehicle out-of-service category during last year’s three-day International Roadcheck commercial motor vehicle and driver inspection and enforcement safety initiative.

Each year, for Brake Safety Day, CVSA-certified inspectors conduct inspections, focusing on the vehicle’s brake systems and components, and remove commercial motor vehicles with brake-related out-of-service violations from roadways. Here are the results from May 26:

  • Six jurisdictions from Canada, 42 U.S. jurisdictions, and Mexico’s Ministry of Communications and National Guard participated.
  • Inspectors in Canada, Mexico and the U.S. conducted 10,091 inspections and placed 1,273 vehicles out of service for brake violations.
  • The brake-related out-of-service rate in North America was 12.6%.
  • The U.S. brake-violation out-of-service rate was 13.3%. In Canada, the rate was 11.4% and in Mexico, the rate was 2.9%.
  • In Canada, 946 inspections were conducted. In Mexico, inspectors conducted 487 inspections, and in the U.S., 8,658 inspections were conducted.
  • Fourteen vehicles were removed from roadways in Mexico for brake violations. In Canada, 108 vehicles were placed out of service for brake violations, and in the U.S., 1,151 vehicles had to be removed from roadways due to brake violations. Read More»
