Biden-Harris Administration Announces New Climate and Transportation Research Funding

The first-of-its-kind Department of Transportation (DOT) Climate and Transportation Research Initiative will support efforts to address climate change and transportation challenges

WASHINGTON Today, U.S. Transportation Secretary Pete Buttigieg announced a funding opportunity to establish the U.S. DOT Climate and Transportation Research Initiative funded at $2.5 million for the first year. This funding supports a partnership between U.S. DOT and a university or other eligible organizations to conduct research advancing solutions to the Nation’s climate and transportation challenges.

“In the past few months alone, Americans from Vermont to Hawaii have faced the devastating impact of so-called ‘once-in-a-century’ disasters that are now becoming more frequent, more deadly, and more destructive to our economy than ever,” said U.S. Transportation Secretary Pete Buttigieg. “As we face the profound and urgent threat of the climate crisis, we need cleaner transportation systems, and this investment will help deliver that by harnessing research and technology to find new solutions.”

The Climate and Transportation Research Center will advance research and technologies to support the Nation’s clean energy goals, strengthen the resilience of the Nation’s transportation infrastructure, and address environmental impacts created by the transportation system.

“When it comes to climate change and transportation, research and technology have a lot to bring to the table,” said Dr. Robert C. Hampshire, Deputy Assistant Secretary for Research and Technology and Chief Science Officer. “This unprecedented funding opportunity will help us advance climate solutions for the entire transportation sector.”

The funding opportunity will fund a university or nonprofit and at least one partner organization for $2.5 million in year one, and up to $2.5 million in years two and three, subject to availability of funds. The partnership can be renewed for a total of five-years, totaling $12.5 million, subject to availability of funds.

U.S. DOT Invests Nearly $15 Million to Improve Pipeline Safety

WASHINGTON – The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) today announced it is awarding $14.8 million in grants to fund projects and activities to improve pipeline safety. These grants will support important pipeline safety training and educational programs, as well as the advancement of pipeline safety technologies. Recipients include state pipeline safety programs; state One-Call and damage prevention centers; community and non-profit organizations; and six universities.

“To ensure the safety of the world’s largest pipeline system—we need every level of government and the non-profit sector working to mitigate risk,” said PHMSA Deputy Administrator Tristan Brown. “These grants will provide states, non-profits, first responders and academic institutions with the resources necessary to better protect the public.”

PHMSA is awarding grants for five of its programs across the country, including:

  • $1.1 million in One-Call Grants to provide funding to state agencies in promoting damage prevention, including changes with their state underground damage prevention laws, related compliance activities, training, and public education.
  • $1.5 million in State Damage Prevention Program Grants for states to establish or improve state programs designed to prevent damage to underground pipelines.

Biden-Harris Administration Announces Grants to Improve the Commercial Driver’s Licensing Process and Get More Safe Truck Drivers on the Road

Historic funding under the Bipartisan Infrastructure Law helps streamline CDL issuance and expand opportunities to Veterans and in underserved communities

WASHINGTON – Today, the U.S. Department of Transportation’s (USDOT) Federal Motor Carrier Safety Administration (FMCSA) announced it will award approximately $48 million in grant funding to increase commercial driver’s license (CDL) driver training opportunities and continue to improve the process to obtain a CDL. This funding is aimed at improving the resiliency of our national supply chain and strengthening America’s trucking workforce. It is one of the many ways the Biden-Harris Administration is demonstrating its continued commitment to its Trucking Action Plan.

“Every day, we all count on food, clothing, medicine, and other goods that reach us thanks to America’s truck drivers,” said U.S. Transportation Secretary Pete Buttigieg. “With these grants, we are helping states bring more well-trained drivers into this essential field, strengthening our supply chains for years to come.”

FMCSA is awarding more than $44 million to states and other entities to operate national CDL programs through the Commercial Driver’s License Program Implementation (CDLPI) grant. This will help states expedite CDL issuance and renewals and ensure states electronically exchange conviction and disqualification data. (Note: This data pertains primarily to motor vehicle traffic control-related convictions and other convictions and disqualifications outlined in 49 CFR 383.51 not all conviction data). It will also implement regulatory safety requirements supporting the National Roadway Safety Strategy and develop human trafficking outreach and education materials for CDL drivers. Examples of projects funded include hiring state personnel to reduce CDL skills testing delays, improving CDL reporting, maintaining accurate driver records, and training CDL skills test examiners.

Thanks to the more than $3 million investment from President Biden’s Bipartisan Infrastructure Law, Commercial Motor Vehicle Operator Safety Training grant (CMVOST) recipients will also increase their capacity to train veterans and their family members, individuals from underserved and refugee communities, and other Americans to safely operate CMVs, obtain their CDLs, and enter the truck and bus driving profession.

“This essential funding provided through the CMVOST grant program will help expand and diversify the pool of trained drivers, with an important focus on attracting Veterans and individuals from underserved and refugee communities,” said FMCSA Administrator Robin Hutcheson. “We’re proud that these grants are giving priority to current and former members of the U.S. Armed Forces, including National Guard, Reservists, and their family members, to pursue a commercial driver’s license.”

USDOL impact inspections at 20 mines in 15 states find 335 violations in April 2023, miners exposed to 92 serious hazards

WASHINGTON – The U.S. Department of Labor announced today that its Mine Safety and Health Administration completed impact inspections at 20 mines in 15 states in April 2023 and found 335 violations.

Since Jan. 1, 2023, MSHA’s inspections identified 914 violations, including 257 significant and substantial and 18 unwarrantable failure findings. An S&S violation is one reasonably likely to cause a reasonably serious injury or illness. Violations designated as unwarrantable failures occur when an inspector finds aggravated conduct that constitutes more than ordinary negligence.

The agency opens impact inspections at mines that merit increased agency attention and enforcement due to poor compliance history; previous accidents, injuries, and illnesses; and other compliance concerns. MSHA began using impact inspections after an April 2010 explosion in West Virginia at the Upper Big Branch Mine killed 29 miners.

Among the 355 violations MSHA found in April’s impact inspections were 92 significant and substantial and 5 unwarrantable failure findings. The agency completed these inspections at mines in Arkansas, Arizona, Indiana, Kentucky, Minnesota, Missouri, Montana, Nevada, Ohio, Oregon, Pennsylvania, Tennessee, Utah, West Virginia, and Wyoming.

“Impact inspections highlight the need for mine operators to be vigilant at all times and act quickly to prevent accidents and repeat violations,” said Assistant Secretary for Mine Safety and Health Chris Williamson. “MSHA uses impact inspections to protect the nation’s miners from exposure to the serious safety and health hazards that exist in mine operations.”

The findings in one of April’s impact inspections shows the importance of these targeted inspections in holding mine operators responsible for miners’ safety and health. MSHA opened an inspection in Ohio’s Sandusky County at the Martin Marietta Magnesia Special mine, a large surface lime plant and quarry near Woodville given the following concerns:

  • Three recent hazard complaints and a 2022 nonfatal days lost accident rate almost three times higher than the national average for this type of mine.
  • A serious accident on April 11, 2023, when a miner suffered injuries after a metal guard fell on them. Investigators determined the mine failed to maintain the guard properly. To date, the miner has not returned to work.
  • An increased number of citations and orders.
  • A high rate of significant and substantial citations and orders.

MSHA issued 26 citations following its impact inspection in Woodville. These included 14 significant and substantial violations with an S&S rate of about 54 percent. Inspectors also found violations in two areas of great concern: Martin Marietta did not barricade a hazardous area that exposed workers to serious and potentially fatal injury, similar to the April 11 injury, and failed to construct and maintain guarding that exposed workers to serious injuries. MSHA cited a lack of proper guarding as a factor in its April 11 injury investigation.

NHTSA Proposes Automatic Emergency Braking Requirements for New Vehicles

Technology would significantly reduce fatalities and injuries

WASHINGTON — The U.S. Department of Transportation’s National Highway Traffic Safety Administration today announced a Notice of Proposed Rulemaking that would require automatic emergency braking and pedestrian AEB systems on passenger cars and light trucks. The proposed rule is expected to dramatically reduce crashes associated with pedestrians and rear-end crashes.

NHTSA projects that this proposed rule, if finalized, would save at least 360 lives a year and reduce injuries by at least 24,000 annually. In addition, these AEB systems would result in significant reductions in property damage caused by rear-end crashes. Many crashes would be avoided altogether, while others would be less destructive.

“Today, we take an important step forward to save lives and make our roadways safer for all Americans,” U.S. Transportation Secretary Pete Buttigieg said. “Just as lifesaving innovations from previous generations like seat belts and air bags have helped improve safety, requiring automatic emergency braking on cars and trucks would keep all of us safer on our roads.”

The proposed rule is a key component of the Department’s National Roadway Safety Strategy, which was launched in January 2022 to address the national crisis in traffic fatalities and serious injuries. The NRSS adopts the safe system approach and builds multiple layers of protection with safer roads, safer people, safer vehicles, safer speeds and better post-crash care. As part of the safe system approach, this rule highlights safer vehicles and USDOT’s effort to expand vehicle systems and features that help to prevent crashes.

The NRSS is complemented by unprecedented safety funding included in President Biden’s Bipartisan Infrastructure Law, and in February, the Department announced more than $800 million in grants to help communities carry out projects that can address high-crash areas. DOT also launched the next phase of the NRSS, its Call to Action campaign, and released a one-year progress report and accompanying data visualizations that highlight the extent and magnitude of the U.S. roadway safety problem.

The Department’s other roadway safety actions include:

  • Produced the Vulnerable Road User Safety Assessment to guide states on required 2023 assessments.
  • Issued the Complete Streets Report to Congress: “Moving to a Complete Streets Design Model.”
  • Issued a final rule on rear impact guards.
  • Advanced the Manual on Uniform Traffic Control Devices rulemaking effort, analyzing and resolving the more than 25,000 public comments.
  • Published an Advance Supplemental Notice of Proposed Rulemaking concerning speed limiters with a motor carrier-based approach.
  • Made significant progress to advance pedestrian automatic emergency braking rulemaking.
  • Issued a Standing General Order to collect more data about crashes that occur when automated driving systems and advanced driver assistance systems are engaged.

An AEB system uses various sensor technologies and sub-systems that work together to detect when the vehicle is close to crashing, and then automatically applies the vehicle brakes if the driver has not done so, or applies more braking force to supplement the driver’s braking as necessary to avoid or mitigate the severity of the crash.

“We’ve seen the benefits of the AEB system in some passenger vehicles already even at lower speeds, and we want to expand the use of the technology to save even more lives. That’s why our proposed rule would require all cars to be able to stop and avoid contact with a vehicle in front of them up to 62 miles per hour. And the proposal would require pedestrian AEB, including requiring that AEB recognize and avoid pedestrians at night,” NHTSA Chief Counsel Ann Carlson said. “This proposed rule is a major safety advancement.”

If adopted as proposed, nearly all U.S. light vehicles (gross vehicle weight rating of 10,000 pounds or less) will be required to have AEB technology three years after the publication of a final rule.

This notice is a direct response to a provision in the Bipartisan Infrastructure Law to create a rule to establish minimum performance standards requiring that all passenger vehicles manufactured for sale in the United States be equipped with an AEB system. A Preliminary Regulatory Impact Analysis that presents the benefits and costs associated with the proposed rule also accompanies the NPRM.

USDOT Partners with NASCAR and Arizona 811, Releases Spotify Ad to Promote National Safe Digging Month

WASHINGTON – Today, the U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) announced strategic communication partnerships with NASCAR, Arizona 811 and other states, and the National Volunteer Fire Council. During the month of April, National Safe Digging Month, the partnership will focus on increasing awareness among Americans about the importance of contacting “811” before doing any digging on their property. The public can contact 811 by phone or by visiting Call811.com.

“Whether you’re doing construction on your property or simply putting in a new mailbox, digging without contacting 811 can have serious consequences for your family and community,” said U.S. Transportation Secretary Pete Buttigieg. “This National Safe Digging Month, and every month, remember to always contact 811 before you dig.”

In 2005, “811” became the national one-call number connecting homeowners, contractors, and other professionals to state call centers to arrange the marking of underground utilities in areas for any planned, digging projects. Since 2007, governors across the country officially proclaimed April as Safe Digging Month to reduce damage to underground utilities caused by digging – a leading cause of serious pipeline incidents that can be prevented by contacting “811”. State laws also require contacting “811” at least two days prior to beginning any digging project, no matter how large or small.

The “Call 811” message will be displayed on NASCAR vehicle, fire and pit crew suits, and other placements in more than 30 races during the 2023 season of the NASCAR Xfinity Series. Additionally, the National Volunteer Fire Council will promote free excavation damage incident training resources to first responders through a 30-second ad on streaming service Spotify.

“Incidents caused by unsafe digging put workers, the public, and first responders at risk—that’s why we’re partnering with NASCAR and states from across the country to raise the public’s awareness about this important safety issue,” said PHMSA Deputy Administrator Tristan Brown.

The most recent version of the Common Ground Alliance’s Damage Information Reporting Tool (DIRT) report identified more than 192,000 damages to underground facilities caused by unsafe digging in 2021.

PHMSA awarded nearly $2.8 million through its State Damage Prevention Grant and One Call Grant programs in 2022 to help support damage prevention efforts at the state level.

USDOT Announces State and Local Funding to Improve Hazardous Materials and Pipeline Safety Nationwide

Funding available to train firefighters and other first responders as well as support States and localities for hazardous material safety

WASHINGTON – Today, the U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) announced more than $25 million available in grant funding through its pipeline and hazardous materials safety programs. These grants are for projects that will train first responders, strengthen safety programs, improve safety, reduce environmental impacts, and educate the public on local safety initiatives. This includes projects that provide support to state inspectors for hazardous materials shipments and pipelines inspections, important safety training and educational programs for emergency response, and advance¬ innovative safety technologies.

“We need to make sure our first responders are ready to respond to emergencies involving pipelines and hazardous materials,” said U.S. Transportation Secretary Pete Buttigieg. “These grants will train firefighters and other first responders and help ensure that communities have the resources they need to keep their residents safe.”

This funding announcement comes after the Norfolk Southern derailment in East Palestine upended the lives of the community. Responders nationwide previously received training because of the Assistance for Local Emergency Response Training (ALERT) grant program, including 2,500+ responders in 137 different locations in Ohio. Several of those trained emergency responders were on the ground during the recent derailment. In addition to this existing funding, Secretary Buttigieg called on Congress to increase funding to expand hazardous materials training for first responders. Additional funding for first responders is part of the Bipartisan Railway Safety Act of 2023.

For Fiscal Year 2024, PHMSA requested a $21.5 million increase for its State Pipeline Safety Grants to reimburse states for up to 80% of their inspection costs, an $18.5 million increase in funding for its emergency preparedness grants that train emergency responders and volunteers, and a $3 million increase in Community Safety Grant funding to better prepare underserved communities for the transportation of hazmat and crude oil through communities. National Work Zone Awareness Week

Each year in the spring, National Work Zone Awareness Week (NWZAW) is held to bring national attention to motorist and worker safety and mobility issues in work zones. Since 1999, FHWA has worked with the American Association of State Highway and Transportation Officials (AASHTO) and the American Traffic Safety Services Association (ATSSA) to coordinate and sponsor the event. The first national event was held at a work zone in Springfield, VA in April 2000. Over the years, other transportation partners have joined the effort to support NWZAW. In addition to a national event conducted each year, many States host their own NWZAW events.

NHTSA Estimates Traffic Fatalities Continued to Rise at Record Pace in First Nine Months of 2021

USDOT’s recently announced National Roadway Safety Strategy provides blueprint for action addressing crisis in traffic fatalities

WASHINGTON – The U.S. Department of Transportation’s National Highway Traffic Safety Administration released its early estimate of traffic fatalities for the first nine months of 2021.

NHTSA projects that an estimated 31,720 people died in motor vehicle traffic crashes from January through September 2021, an increase of approximately 12% from the 28,325 fatalities projected in the first nine months of 2020. The projection is the highest number of fatalities during the first nine months of any year since 2006 and the highest percentage increase during the first nine months in the Fatality Analysis Reporting System’s history.

The new estimates come days after the U.S. Department of Transportation released the federal government’s new, comprehensive National Roadway Safety Strategy, a roadmap to address the national crisis in roadway fatalities and serious injuries by building multiple layers of protection with safer roads, safer people, safer vehicles, safer speeds, and better post-crash care. The strategy is complemented by unprecedented safety funding included in President Biden’s Bipartisan Infrastructure Law.

“People make mistakes, but human mistakes don’t always have to be lethal. In a well-designed system, safety measures make sure that human fallibility does not lead to human fatalities,” said Transportation Secretary Pete Buttigieg. “That’s what we will be doing for America’s roads with the National Roadway Safety Strategy and the safe system approach that it embraces.”

“We have to change a culture that accepts as inevitable the loss of tens of thousands of people in traffic crashes,” said Dr. Steven Cliff, NHTSA’s Deputy Administrator. “This will require a transformational and collaborative approach to safety on our nation’s roads.”

The early estimate report released today also provides the first look at state-level traffic fatality estimates during the pandemic. Compared to 2020, NHTSA projects that during the first nine months of 2021, fatalities increased in 38 states, remained flat in two states, and decreased in 10 states and the District of Columbia.

According to the Federal Highway Administration, vehicle miles traveled in the first nine months of 2021 increased by about 244 billion miles, an 11.7% increase from the same time in 2020.

The fatality rate for the first nine months of 2021 increased to 1.36 fatalities per 100 million vehicle miles traveled, a marginal increase from the projected rate of 1.35 fatalities in the same time in 2020. However, the fatality rates in the second and third quarters of 2021 declined compared to 2020.

NHTSA Announces $260 Million in Grants for Highway Safety Programs Made Possible by the Bipartisan Infrastructure Law

Today, the Department of Transportation’s National Highway Traffic Safety Administration (NHTSA) announced the release of nearly $260 million in highway safety grants. These grants, part of the funding included in the Bipartisan Infrastructure Law, were distributed to Highway Safety Offices in all 50 states, the District of Columbia, United States territories, and the U.S. Department of the Interior’s Bureau of Indian Affairs. The funds will help address the traffic safety crisis on America’s roads by helping states and territories support a broad array of traffic safety priorities. When full-year distributions are completed, the Bipartisan Infrastructure Law will increase the funding available for these vital life-saving programs by 31% over the previous fiscal year’s levels.

“Traffic crashes take the lives of too many Americans, but these tragedies are not inevitable, and we will not accept them as part of everyday life,” said U.S. Transportation Secretary Pete Buttigieg. “Bolstered by additional funding from President Biden’s Bipartisan Infrastructure Law, these grants will save lives by improving safety on America’s roadways.”

The $133.3 million in State and Community Highway Safety Program (Section 402) funds will enhance highway safety by supporting data-driven traffic safety programs in the states. These programs include initiatives such as high-visibility enforcement campaigns and other safe driving campaigns, as well as enforcement of and education about state laws on seat belt use and risky driving. In addition, the funding will help improve traffic records and support programs on the proper use of child safety seats, including inspection stations where caregivers can confirm the proper installation of their child safety seats.

NHTSA is providing an additional $123.4 million to states and eligible territories through the National Priority Incentive Programs (Section 405). These funds include nearly $70 million for impaired driving countermeasures; $19 million for state traffic safety information systems to help states build databases related to crashes; more than $17 million for occupant protection including seat belt education and enforcement; more than $9 million for distracted driving prevention; $6.6 million for pedestrian and bicyclist safety programs; and $2 million for motorcyclist safety.

“The variety of funds available allows each state to target its specific challenges,” said NHTSA Deputy Administrator Dr. Steven Cliff. “Traffic safety may be a national problem, but the solutions are regional and local.”

This funding is part of over $13 billion in funding for roadway safety programs in the Bipartisan Infrastructure Law, including a $6 billion new Safe Streets for All discretionary grant program. The Department will release its first ever National Roadway Safety Strategy in January to lay out policies and issue a call to action to officials at all levels of government and stakeholders across sectors to help reduce traffic fatalities and injuries.
